There isn’t a universally recommended “safe dose” of honey for cats because cats vary widely in size, health, and sensitivity to sugar. Also, honey isn’t a necessary food, so the safest guideline is effectively: avoid it.
If you’re set on offering a taste for a special reason, keep it to an absolute minimum—think “one tiny lick,” not a teaspoon—and don’t repeat it daily or weekly. But even then, if your cat has diabetes risk, dental disease, chronic stomach issues, or a history of pancreatitis, the best choice is to skip honey entirely.
